Anyone know of a place to get a Massey Super 90 steering pump rebuilt,or at least tested?

If you have a pressure gauge and some other simple fittings you can test the pump yourself.

Since that is an oddball pump bolted to the plate it's best to test it on the tractor. If you are really lucky you may just need to remove it and clean the inlet screen. Worn pumps will get weak when oil heats up, and lose steering mainly at idle speed, but get better as engine is sped up. Return oil is used to power the PTO clutch, and both high and low clutches if tractor has Multi-Power transmission.
