Massey 33 Help

My neighbor asked me to help with a Massey 33. Here is the story. It sat for 10 years and he decided to get it running again. The engine was stuck and they bent push rods trying to free it up. Also found 2 valves froze. They replaced the push rods and sent the head to a machine shop to be reconditioned. They replaced 2 valve guides and 1 valve. They have everything assembled and here is the problem. We cant get the clearances on the intake and exhaust valves. All but 1 valve are too tight. The adjusters are bottomed out. They only thing I can think of is when the machine shop cut the valve seats they took out enough metal so now we have lost our clearances. Any suggestions on how to get the clearances? We can shim the rocker arm but I don't really like that. There are little caps on top of each valve. Should we file/machine these to get our clearances?
 
Did they maybe mill the head which would make it sit lower so then in turn the push rods are not to long?? Maybe take the push rods and have then shorten a bit
 
If there is clearance between
cap and valve keys I would grind valve stems cover stems with a sheet cut holes at stems this will keep grinding off head trapper ps.use calipers to measure higth
 
It might be a combination of things the fellas have mentioned. If the valves and seats were cut a lot and the deck was shaved it may be possible that your tappet adjustment has been "used up". Short of installing new valves and seats, I would not be afraid to shim the rocker shaft pedestals- I have done it. Just be sure to drill a hole in the shim for the pedestal that supplies oil to the rocker shaft (the one over cyl. 4 I believe).

I have been working on engines for a long time and have never seen anything like you are saying. are you sure the push rod lifters are all the way down on the cam.did you put the head gasket on? seen that one time the guy forgot it. if the machine shop is any kind of shop they should know what they are doing a valve job is not rocket science. did they mill the head if so what did they take off. first thing I would check is the lifters make sure they are free .talking about the part that the push rods set in just above the cam shaft
