can I replace the tachometer drive without tearing engine down?

Is it just the tach cable? Yes you can remove it easy enough. If it is the internal drive you should be able to remove the plate from the back of the camshaft and remove the drive with something like a pair of vise grips. It is splined into the end of the shaft and is a tap in fit.
