carb and head dramas

Hi all and Merry Christmas!! I have to use my wifes account because i cant remember my own.

So my TEA20 has been sitting for about 5 months with now use in the weather....( I know, I know).
It has a head problem as i get water in my oil.
Usually she will start no problems if i keep up with the Gasket Sealer in the radiator (I know, I know :) ).
Today it seems as though i now have a carb problem. i get fuel going in to the carb but was not firing over so i cleaned my points, new spark plugs. Still nothing.
I then unscrewed the drain on the carb and got nothing until i gave it a tap. now i have fuel leaking out. so i have fuel in the carb.
She still wouldnt start so checked my new plugs and they were clean/dry no fuel EXCEPT number 3 which was coffee coloured goo (head dramas).
I poured fuel in through the spark plug holes and gave it ago. The motor gave a cough and splutter.
I also got my GLW to give me a tow to try and roll start it but nothing.

So now Im at a loss as what to do next..??
do i need to pull the carb off and give it a clean?
Any help would be great.

Things to check/try.
#1 check the spark. Make sure it is a good blue/white in color and that is jumps a 1/4 inch gap or more.
#2 pull the carb drain plug and make sure you have a good steady flow of gas out of it for a few minutes. Catch the gas so as to reuse and to look for water/dirt etc.
Then post back what you find or do not find for more help if it does not start
 
Verify proper spark first.

Never look to carburation until ignition issues are eliminated.
