BACKHOE WON"T MOVE BACK OR FORWARD BUT WHEN WHEELS ARE OFF THE GROUND FROM OUTRIGGERS BEING DOWN THEY MOVE EACH DIRECTION.
 
You say the tires will molve when they are off the ground is that by hand or engine power. If by hand I would think trans has water and is frozen or your high low isn't engaging fully or your cluch is shot.
If they are turning by engine power then your cluch is slipping or shot as with no resistance in the drive train it will allow your wheels to seam powered up. Try applying the brakes and see if that stops the wheels with the cluch engaged if they stop and the engine stays running it'll be the cluch
 
I don't know what model you have, I have a MF30e with shuttle/instant reverse drive. This has been addressed several times. Check the archives. If you check the linkage coming from the pedals, follow it up to where it attaches and enters the transmission. That lever should have a grease fitting, but few know it's there. I had to use a visegrip to "free-up" mine. Once freed, the tractor should operate forward/reverse. Sometimes this will happen where you have forward-no reverse, visa-versa or NO drive either way. Make sure you can operate that lever by hand, both ways.It should be halfway up between pedals and dash on right side. Good luck!
