Massey Ferguson 275 diesel won't start

My Grandpa has a Massey Ferguson 275 diesel. He let it sit for three years without starting it. It was running good when he parked it but won"t start now. He took the fuel tank off and cleaned out rust that had accumulated. Fuel is getting to the diesel pump but does not seem to be getting past. Does that mean the diesel pump needs to be rebuilt? Is there anything we can try before taking the pump off for repair?
 
Have you 'bled' the pump ? Open the two bleed screws and hand prime the lift pump until you get a good flow of diesel out of both bleeders then slacken an injector pipe and crank the engine until it fires, checking occasionally to see that there is no more air at the bleed screws. CAUTION diesel fuel can cause irritation to your skin, wear suitable protection.
