If you are lucky the MP spool valve linkage may not moving the spool as it should. 65 had no pressure test ports on the MP circuit, lift cover can be removed to get at the pump. Have the line removed, start and check for oil flow at pump outlet, then do a pressure check. If that's OK the clutch plates may be burned and need replaced which requires transmission removal.

When you move the rod that runs into the bellhousing it feels stiff acting, not at all like the other two MP tractors. It makes me wonder about the valve in there. If it were just the clutches wouldn't the MP slip in high?

Lo MP is a jaw type one way gearset that will overrun when coasting, or when MP clutch is locked in hi with oil pressure. On level ground with transmission in 1st hi, will MP shift between lo and hi, and when in hi can you make it go back to lo with brakes applied? If so you may have the clutch plates burned from lack of oil, worn seal rings or other pump trouble.

I haven't tried the rocking it back and forth deal yet, but she freewheels for sure. It doesn't shift bback and forth at all. It had some awful looking milk instead of oil. I cleaned the screen and flushed and replaced the oil. I'm thinking pump.
