issues with pto on 50 massey

If PTO is engaged and roto tiller lowered to the ground -when I release the clutch the pto stops turning and tractor moves ahead but seems like it is in a higher gear than 1st If I now shift the main transmission to neutral and release the clutch it still tries to drive the tractor forward and the pto is locked up If I disengage the pto it drives properly and recognizes neutral The pto turns fine until it engages the ground. Mty tractor has the dual or live two position clutch and is driven by 3 cyl Perkins diesel. Am I looking ata clutch issue or a PTO-any suggestions
 
Are you experienced running live pto implements? It takes awhile to learn how to fly these things. One of your problems is.. science? physics? The tiller, while turning at 640 rpm, is vibrating your tractor around-forward- even when in neutral, that's what brake locks are for.
You seem to speed up when the tiller is up in the air... because there is no resistance on the tiller tines.
It sounds like the clutch adjustment needs ... tweeking, but most will not engage unless engine off or on a very slow engine idle, nature of the beast I suppose, again back to clutch adjustment helps. In general, your first sentence, but backwards, is the duty of live pto.... the power shaft keeps turning at X rpm's as the tractor's wheels stop turning completely, anything else is baffling. But have the clutch adjusted for starters. Good luck
