massey ferguson 135 power steering leak

I have a 135 gas that is leaking power steering fluid out of the vent at the top of the steering gear box

while driving the tractor, it always has full power steering to the right but only occasionally has power steering to the left. are these symptoms related or separate?

Had a similar problem with my 698 and didn't realize it has a filter. Changed that and not yet sure that maybe the pump isn't bad. Foamy fluid but that should be normal for a pump. Could one of your hoses be crimped or collapsed?
