MF 2675 Fuel Guage reading wrong

I have a 2675, perkins 6.354 engine (just rebuilt) runs fine - but the fuel guage reads empty when half full, and just under half when the tank is topped up. All other electrics seem fine. Any suggestions on where to start troubleshooting?
 
The sending unit is on the tank opposite of the fill. If I remember right, there are 4 screws that hold it in with a rubber gasket that are found under the black plastic cap. That device is operated similar to a light dimmer switch. If you look at the top when you get the black cap off, take a bare wire and touch both terminals with the key on. It should register full on the gauge. If it pegs the needle and continues, it the gauge. If it only registers to the full mark, you have a bad sending unit. They are very simple to remove and replace. The white ball on the float may be filled with fuel, rod may be bent and could be a problem.
