20f dual clutch mess

Just installed a new clutch and flywheel.When assembled The pressure plate levers are below flat like when the clutch is depressed.The pedal turned out really high and very stiff. The pto disc wouldn't disengage so I adjusted the stop bolts from .090 to .010 and got it to work but it's not correct. Either the step on the flywheel is wrong or the pressure plate is built wrong? Thanks

As Tony has said look at the clutch plate to check if you have it in the wrong way round. Some can be fitted incorrectly. I'm not sure which type of clutch unit you have in your tractor so as a general reply; have you removed the 3 slave screws from the cover (if fitted)?
Do the springs appear to be coil-bound? It's not uncommon for the release levers to 'flattish' on a new assembly. Have you checked the depth of the flywheel ledge against your old flywheel?
Have you set the height of the screws in the end of the release fingers (if fitted)correctly?
Have an assistant operate the clutch pedal whilst you observe the operation.
