Hi Mike,
There are two possibilities if you want to slow down the reaction time. Firstly you can fit andjustable flow valve which could be expensive or secondly make your own if you have access to a lathe. If you are able to insert a male/female adaptor into the line (single or double acting cylinder?) that's fine. What you will need to do is to press a metal plug turned to be an interference fit into the adaptor. Mount it in the lathe or bench drill and carefully drill a 1/16" hole through the plug. This should act as a restrictor and slow down the movement. If you have smaller drills to start that would be better. You can always increase the hole size if you need to.

Hi Mike,
Is your blade lifted by a single acting cylinder pushing outwards? Do you then release the hydraulic oil back to the tractor to let it fall? If this is the case the NT valve should be fine.

thats right David, the weight of the blade brings itself down forcing hydro fluid back into the tractor. its a 7.5 foot blade with considerable weight so the valve emntioned is the one i will order. as usual you have been a great help.....thanks Mike
