CAV injection pump need throttle spring?

I just got a new CAV injection pump for my 205 industrial and noticed a hole in the fuel shut off linkage and a hole on the throttle linkage. My old pump had no spring there either and the new pump did not have a spring. I was wondering if there is supposed to be a spring there for any reason, perhaps to bring the idle down faster? Anyone know? Thanks.
 
Ken...what cable were you referring too...I don't have a cable on mine, only linkage...were you referring to the fuel shut off linkage? I'm assuming not, because why would you be changing the fuel shut off on the highway...sorry, I'm lost.
