165 diesel hunts at idle

The tractor has done this since I've owned it. It's really not a big deal that it does, I'm just wondering if there's a really easy fix for it. At idle speed, about 750 rpm, the engine doesn't run smooth and the speed hunts around about 100 rpm pretty quickly. If I bring the engine up to 900 rpm, it runs perfectly smooth and maintains a constant speed. It seems to me like there's a weak spring in the governor. Just wondering if anyone has any ideas.
