Vintage? Scraper/Toy Identification

Friend of mine has this sitting around, and is wondering any history, make, value, etc. on it. Any idea as to what it might be? Looks like it has a sticker that says "HEILINER" on the side. Any help would be much appreciated!

I have a complete set of Doepke toys and heres some of them...They were made in the late 1940's-1950's by the Doepke Toy Company in Rossmoyne,Ohio..An average Heiliner sells for $100-200..These toys were very expensive when new...The Searchlight truck is the most expensive one and is very hard to find..

Wonderful collection! I had one of those Wooldridge rigs and thought I was hot stuff 'til my little brother got the Heiliner.

I have one of these that my mom bought for me back in mid 50's and she gave around $16.00 for it. They were not a cheap toy. The decal on power unit I think it says Model Town if I remember right.
