1930 John Deere GP Carburetor

I have a 30 GP with and ensign BJ carb. This time when I am getting it ready for parade, turn gas on and it just runs through carb. Out the bottom and air cleaner. Last year ran fine with a new float. Got a gasket set and it still does same thing. If you turn on and off gas enough to keep gas in bowl but not overflow, tractor will start and run smooth. It sure seems like float is not going up and turning off gas, but we have tried many adjustments. Any ideas. My dad was the expert (restored over 20 tractors) but he passed last year. All my go to guys have gone.
 
. When you shake the float is there any sloshing from inside it ? Does the needle valve stop the fuel
Flow when holding the float up by hand ?
 
Float might be stuck. Give the carb a few raps on the side, with your pliers. Float might unstick. Had a "D" carb, once, where the bowl vent hole was plugged, and it acted that way.
 
We have had the carb apart multiple times. Float appears ok It is a new replacement metal instead of original cork. We keep thinking float not adjusted right, and not shutting gas off. But cannot seem to prove or disapprove this
 

I was having a similar issue have you inspected the needle and seat? Not familiar with this exact carb model but I removed my bowl and plugged the bottom hole for the stem and hooked the gas line up and adjusted it to where I thought the correct level was and it stopped my flooding issue. Im still fighting issues but this cured this issue for me.
 
The metal floats in my opinion are too heavy to work right. Go to ebay, look up Indian/Harley Davidson Linkert float. Get a black Nitrophyl. It will float and work much better. Item # 350269458990
 
Is the float contacting the side of the float bowel as it swings up and down? I had a tractor do as you discribe and it took a long time to figure out the float was scrubing the side of the bowel.
 
I took Mark's advice and bought the Indian motorcycle float. Problem solved! My 1930 GP was doing the same thing, I had purchased a new brass float,new needle and seat, gaskets. Once the nitrophyl float was installed it never overflow again.
