manifold valve stuck ... help

My manifold valve is stuck on cold and I can't figure out how to turn it to warm. Does it just turn after I loosen the clamp or is there another way? I assume that it should be set on warm for summer usage, or am I wrong? I have been soaking the area around the edge with Kroil to try and loosen it for several days and tapping it with a small hammer to try to loosen it. I don't want to put too much pressure on it and break anything.
 
The valve is cone shaped. Give it a shot downward with the clamp loose. It should move enough to loosen and you will be able to turn it.
 
WHAT tractor? If it's a two cylinder, the WARM is for winter, manual for my model 50 says (below 32 F) The WARM position routes some exhaust heat past the intake manifold to warm incoming gas mixture and manual says (to improve engine efficiency and performance in hot or cold weather)
