4600 Fuel Filter knob won't turn

In changing all the filters in my "new to me" tractor
I attempted to turn the fuel filter knob clockwise 90
degrees. NO LUCK.
I am supposing the low hours and many years
the maintenance at 200 hours interval ment
many years between any change.
The engine oil was good and black.

The motor and drive train (power/reverser) runs
like new.
I am thinking I should leave the knob alone and
remove the fuel hose to the fuel pump and plug it
to make the filter change possible. Then install
a fuel shutoff in the line for future changes.
I was told that if a line is disconnected the flow
of diesel will cause an automatic shutoff the activate???

Is there another option?
