Diesel Tech Needed

Good Morning All! 1979 JD 3130 with a CAV DPA injection pump, started leaking externally, so I bought a seal kit and removed pump, disassembled and cleaned it. During disassembly, noticed evidence that top cover has possibly been taken off at some point maybe to put new O-rings on stopper and throttle shafts. Anyway, the small idling spring was missing on the small pin that is attached at top of governor arm which makes me suspicious that the locations of the spring on the governor arm and throttle shaft may or may not be in correct location. I have attached a picture of the data plate. Can someone tell me what the correct spring locations are based on the pic? Also, should it have the small idling spring? If so, where do I find that?

Thank you! Also, I am thinking I should change the cam ring (309D) it shows some galling on 4 of the 6 peaks. I realize its been spinning for 39 years but it seems odd that all the peaks are not wearing evenly. Can the cam ring be purchased?
 
Governor spring code #4, center hole for the peg in governor arm, end hole furthest away from the throttle shaft pivot rivet. No idle spring is used. If cam ring shows wear also look closely at the shoes and rollers. I may have a good used cam ring, will look for one.
