Is that a barometer, measures atmospheric air pressure? I have one, low and falling pressures mean storms and rain.

Injection pumps with an aneroid control have TWO fuel settings, the lower setting is when the aneroid sees no manifold boost. The full rated max fuel setting is when the aneroid sees intake manifold boost pressure. It's designed to limit fuel under no boost conditions to prevent unnecessary exhaust smoke. If set too "tight" engine will be slow to accelerate, if set too "loose" it will smoke on acceleration.
 
Well DieselTech explained how it works on a diesel engine so it's basically the same thing,it measures whether there is manifold pressure or not.Read his explanation again!
 
I took some pictures to post in my thread about my 4430- I hope this is the "rat trap" aneroid they are referring to:

To me, the lever under the flat plate looks broken, unless it is supposed to be in two pieces. When the kill lever is pulled to shut the engine off, a fuel stop lever on the rear of the injector pump is pulled forward (hidden behind pump in this picture). At the same time, a small cable, which you can just make out the end of at about 2 o'clock) gets pulled toward the block. This seem to actuate the mechanism attached to the lever sticking out to the left in the photo, with the light coil spring on it.
 
There are two levers on that plate. The front one is supposed to "latch out" for starting by the rear lever so the aneroid cut out rod is held out, which then allows the rack to travel to 21MM. The retard start notched plungers only work at full rack travel, if the rod does not pull out, rack only goes to about 9MM, NOT where it needs to be for best starting timing.
