4640. Rear outlets (adjustment screws?)

Rebuilding the rear outlet assemblies. I find these 4 screws that seem to be adjusting screws? How are they supposed to be set?

There should be jam nuts or a rubber holder on them to keep them in place,,, the adjustment on them changes the clearance on the poppet valves,,
 
Did you grind the seats? Replace any parts inside? I was shown to pressure test them on the bench to see if they need rebuilding first. Do you have special adjusting cover JDH-15C ? Pressure valve is adjusted to .040 to .080, return valve is set to .008 to .040. Im assuming you have never adjusted these before? My foreman has done so many he does it by feel. I still have to use a dial indicator. Good luck.
 
No I have not adjusted one of these before. Just was going to fix some external leaks by replacing o rings (kits) and now I have got into this
with the adjustments. Been looking around the net to see if someone shows kinda step by step how this is done,but haven?t found much. Any
help or direction would be appreciated
