620 throttle response slow

Have a 620 when the throttle lever is at idle it idles good. Move throttle lever forward it doesn't speed up, keep moving forward, no response, then all of a sudden it jump to about 1/2 throttle or where lever is at.
I have taken the carb off and checked to make sure that the throttle plates are not binding and they are not. Any suggestions?

I think it might be in governor. Can the guts come out with the governor still on tractor?

Had the same problem with my 60 std. Carb was recently rebuilt and distributor rebuilt (points, condenser, new plugs & wires). Working by myself so the last thing I did was double check the throttle rod length then check for linkage binding. That means cleaning each connection like gov spring and all throttle linkage. Then it started working as expected and I can not say what or where the bind was I just know all is good now. Going into the governor would be a last resort and never never land for me. Just saying.
 
Agree with Dan check the linkage and it's adjustments. Move the rod coming up out of the governor to see if it might be sticking a little oil moving it back and forth could free it up if that is the problem. Tearing into the governor needs to be done with knowledge.
 
Yes, the governor shaft will come out with the housing on the tractor. Take care of the shim pack under the end plate - you should re-use it when you put it back on. I "think" that you have to have the weights in the vertical position to pull the shaft from the housing - it's been a while since I've done it. It would be good to have a manual before starting the project.

After having said all that - I'd do as the others said and make certain that the linkage is not binding. I'm betting that you'll find the problem there.
