Air Cleaner Oil Cup Filling

The label on the air cleaner oil cup for 1939 Model B says to fill it to the bead. The cup has an inner part and outer part as seen in picture. Which part of the cup gets oil added to it (inner, outer or both)? I assume the bead is the indented ring in the picture that's about level with the inner cup.

Typically, there's a little hole or several that allow the oil level to equalize between the main cup and the inner cup.

Fill 'em evenly/allow the level to equalize to the level of the "bead".
