Blown tension cylinder piston seal leaking internal and or rod seals , probably have to kit both since it would be luck guess as to which one
 
The first thing to do is close the door and hold the SCV lever and see if the gauge shows pressure while the tractor is pushing oil to the baler. If it is doing that then let the SCV lever go back to neutral. If the pressure drops right away try another SCV as the trouble could be in the tractor. IF another SCV acts the same then the trouble is in the baler. Like and earlier poster stated it would more than likely be a tension cylinder leaking internally. Just remove the cylinder and rebuild it.

Truthfully the majority of the time it is usually the tractor rather than the baler that causes the trouble.
