Deere 4020 scv not working

I have a late 4020, 1971, with 2 remote valves (side console). Neither of the valves are working. I looked all the linkage and the linkage is hooked up. I removed the linkage from the arm that goes directly into the valve and with the tractor running moved both arms/ valves. I hear no noise or straining. It' like they have no oil, no power going to them. The resevoir is full of hydraulic fluid. The rockshaft works so the hydraulic pump is working. Is this a problem with the valves themselves or is it a problem deeper inside. Thanks
 
Check your standby pressure, should be 2250, there is a priority valve that will send the oil to steering and brakes if too low, I think that is 1750.
 
Do you have any thing hooked to the outlets? Cylinder, implement, gauge? Make sure the handles are turned to open the balls inside.

You really shouldn’t hear any noises or straining, system is at pressure as it is closed center(constant pressure, variable displacement or flow) and without oil flow there will be no noise, if the rockshaft is moving up and down you have enough pressure to do something.
 
Sometimes the simplest things are what you need to look for first. I simply forgot to turn the levers under the valves. I'm use to my 2355 that doesn't have those. Thanks guys
