Did you happen to locate a JD utility power steering oil return schematic showing how return oil travels from PS housing to trans case? If PS return oil goes over a dam in clutch housing as you state I can't imagine how oil makes it's way back to sump.

Bob is correct. From bottom of steering sector well oil spills over short wall/dam and into the two speed cavity or where hydraulic two speed would reside if tractor had one. From there steering return and two speed oil transfers through open holes in front face of transmission case. DW
 

Thanks for explanation as I had forgotten about oil being returned to trans case via that route. Isn't there also a return galley in clutch housing that connects with bottom of steering housing sealed by PS housing mounting gasket?? Isn't that what the 5th hole in gasket is for?

Jim, Not 100% sure I am understanding your question but, there is different versions/circuits to the steering valve return. The reason being Older 20 series used an open center power steering pump driven off front of engine timing cover and this oil was returned back to front pump open center steering circuit/system. These systems had an extra "return" line on cover for return. Tractor with this system had the closed center system path to transmission blocked off. This difference/circuit also applied to the 2040 and 1020 tractors with open center hydraulic pumps. DW
