1948 G restoration hydraulic pump issues

In the process of restoring this tractor I noticed a lot of oil residue on rear of pto housing, but after further inspection appears oil is coming out from around bolts and the sides of hydraulic pump plates. According to JD parts manual there are no gaskets between pump cover, pump body, and the housing attached to differential case. My assumption these must be machined surfaces, which might leak after 70 years, and apparently this was issue for previous owner as there is about 5 lbs of red permatex sealer around all bolts and studs and rest of that area. How would I attempt to seal this? I have removed the pump plate and cover and do not see obvious problems, so I don't know how/what to do. All help appreciated. I used to use a copper sealer on old flathead fords and other automotive engines, but can't find this stuff anymore?
