2240 speed control slipping

Hello:

The speed control slips and therefore does not keep the rpm. What shall I do to fix it? Is the spring 11 too weak and should be replaced?

A couple of other things in addition to not enough spring tension...

Are the friction disks (6) worn thin?

Also, "disc", (10) could be rusted stuck to the shaft, so the spring can't shove it up and pull the shaft down to put pressure in the disks (6).

Or the lower of the two pins (5) could possibly be missing, perhaps even the upper one, but then you'd lose the low and high speed stops.

I looked at the friction disks - they seem to be approx. 1 mm (or 40 mils) think. Please see the picture I took (unfortunately, not great quality). I am not sure what should be the thickness of a new friction disk.

I do have both pins (5).

The speed control keeps the rpm for a little while but then it starts going down, so maybe (10) is not stuck. I guess I should take apart the entire thing to convince myself that disc (10) is not stuck.

How difficult is to take the speed control apart? Are there any tricks I should be aware of?
