2640 fuel gauge not working

My fuel gauge on my 2640 does not work thought it was the sending unit so put a new one in. That did not fix the problem. I used a volt meter to test incoming voltage and it show 12 volts the wire coming out of the gauge registers no volts so is it the gauge that is not working or is there a way to test it. Any suggestions would be helpful. Thought the wire in the harness from sending unit might be bad so ran another wire still nothing. Also thought maybe the tank and sending unit not grounded.

Ground the sending unit wire, see if the fuel gauge will peg.

I took the wire off the sending unit and grounded it the gauge moves to full so this means the gauge works. SO since I have a new sending unit I am presuming the tank is not grounding so how do I get the unit grounded. Can I run a wire from the sending unit to ground.
