Does the scvs return directly into the filter housing, or is it returned into the trans or rear end? Having trouble with one remote, it will pressure up as soon as you turn it on on one hose, I changed the filter and think I have found the problem, apparently the hose from the front loader it had on it had desintigrated from the inside and left all it?s pieces behind. I?m sure some of that is stuck in the scv. Just wondering if I need to take out the screen and clean it also, prolly be a good idea anyway I know.
 
Yes, SCVs return to the filter (unless the filter bypass valve is open), then it returns directly to the oil cooler up front.

Never hurts to clean the SUMP screen!

What yr model 4020(below sn 201,000 or above)? But to answer your question probably no oil from scv doesn't returns to filter housing.
 
If it's a early 4020 you should change that valve in question under the hood,,they don't repair well.....if it is a console model you have a poppet valve leaking and they will repair well,,if it is a newer 4020 I can rebuild and bench test it here,,or help you with it from here.. the poppets marked with red are the 2 pressure ones..
