70 gas starter grinds

The starter will engage but usually have to try a few times, starts tractor easily once it engages. Took a look at it today and stopped short of removing the starter. What I noticed is the starter switch looks new and the cable to the battery also looks to have been replaced. The ring gear on the flywheel looked good, not what I expected knowing that it has been grinding for awhile. Could it be that the linkage from the pedal to the starter needs adjusted? I have a service manual for the 60 that states the operating rod from the starter should project 1 and 9/16 inch above the transmission case with starting motor in disengaged position. Anyone have experience with this or should I not try to adjust. Just do not want to have this starter rebuilt then find out it still grinds.
 
Maybe rounded off some, was more concerned about the flywheel at the time. Will definitely take a closer took tomorrow. Thanks for the response.
