Has anyone ever had the two levers on a 830 Powrtouch trol stuck together?

I assume it’s platform off then valve housing off to free them?.

The Powr Trol levers on my 80 were stuck together really good, it had been used "single lever" it's whole life.

No need to remove the platform or valve housing, just disconnect the arms (#10 and #13) on the levers from the rods that go to the Powr Trol box. Then remove the bolts that hold the arms on the lever rod. Smack the arms and get them loose on the rod (watch for woodruff keys, don't lose them. Remove the snap ring on the left side of the rod. Then you can slide the rod/control levers out the right side. I haven't done it with an 820/830 style but I think there's plenty of room.

Both control levers are likely rusted together in the rod/tube area. It took me a lot of penetrating oil and heat to break them free.

Mine are free under the seat, they are tight in the vertical where they go down into the valve housing.

That sucks, yeah I think you'd have to pull the platform and valve housing. The only place I think it can bind like that is where the shafts go in, there are a couple arms that are keyed to the shaft. If the keys slid around or out it could bind them together.

You could possibly remove the side cover and take a look, it's all right there, though you probably won't be able to do anything to fix it, since it's pretty tight in there. I remember in mine, one of the setscrews holding the arms in place was loose, and while it still worked I could see something eventually binding up.
