4620 steering issue

I have a 4620 I am currently working on that the front wheels will turn full left but not fully to the right. I took the front end apart and rebuilt it along with the steering cylinders. The previous owner at some point capped off one of the steel steering lines next to the block heater that runs up to the steering valve. I have talked to a deere mechanic and parts guy and neither of them know much about the steering system, and I do not know of anyone else that has one I can go look at. I was wondering if anyone has pictures of where those three lines hook up at the valve so I can get this steering right.

I have a 4620 in the shop with the hood off. I won't be going there today, but if this isn't solved in the next day or so, I will post back with photos.
 
Sorta comes back to me now, IIRC, the cylinders are single-acting.

Oil acts on the end opposite the rod to extend the cylinders, so there's a "steer right" line to one cylinder and a "steer left" line to the other cylinder.

The ports at the rod end of both cylinders go to a block under the tractor, near the steering cylinders, and are tee'd together, exiting the block as the third line that runs back along with the pressure lines, and vents the rod end of the cylinders, NOT 100% sure where it goes, but I'm gonna GUESS it joins up with the return flow up at the steering valve. Will look when I get to the shop.

So, apparently this third line has been blocked off?

Is the junction block (Key# 22) still in place under the tractor? The port at the bottom that connects to line (Key# 23) is the common/vent/leakoff port.
 
The block above the front axle is still hooked up, and the port that comes off the side is hooked up to the steering valve and one of the two that comes straight out the back of that block is hooked up as well.
 
#25 is hooked up to the top right side of the steering valve, and #23 is hooked up on the left side in about the middle of the steering valve.
 
So is #23 capped off where the flare union is at the side of the engine, and the line going back and up capped off, as well?
