I have a 72 3020D that I will be restoring soon and the pto shaft turns ever so slightly when disengaged. I can pull the lever back slightly into the spring-tension area and it will stop the shaft from turning. Just wondering if simply adjusting a tad more tension on the lever would be advisable or if this will require a clutch adjustment or something else.
 
I adjusted the linkage under the dash on my 4020. Also clean the dirt out on the bottom of the rod. It worked on my 4020.
 
The pto valve when adjusted properly should be in the nuetral position when the lever is not being held. On some the pto will turn slowly due to air drag in the clutch. It should stop with any load applied to the shaft. If the pto brake is applied all the time, it will wear the thrust surfaces on the gear and the race on the front of the trans drive shaft causing gear train failure.
 
The tendency to coast is normal, but slightly warped pressure plates or and oily disk could make the problem worse.
