This is a response to your post on 1-23-18 on a hard starting 39 H. I also was dealing with much the same problem with a H. The tractor had not been run in fifteen yrs. or more. After fuel system clean up, carb rebuild it would not start without priming the cylinders them it ran fine. After trying all the advice that folks posted on your post it still would not start. The carb kit we used had a choke plate that had a hinged plate in it that was held with a spring the old John Deere guy that is helping me did not like it and changed the plate to a solid one and now it starts on the second or third pull.
