620 pto does not stop

I have a 620 in the shop that the pto does not stop. Is it a big job to fix? How much are the parts? I imagine that the clutch discs will be bad as well as the brake? First I want to try adjusting the linkage but right now the pins are tight in the clevis. Thanks for any ideas or tips on how to proceed as I am not much of a two cylinder mechanic. I would rather put a pto brake in a 4020 syncro than work on this. Tom
 
That area should have hydraulic oil in there, how bad does it smell of 80-90 oil. The seal between the two seeps some and the heavier oil drags the plates and disks. An oil change might fix your problem. I serviced mine without checking book, pto wouldn't stop either, but did when hyd oil was installed.
 
The clutch adjustment in internal not external. With the clutch engaged there should be .090" clearance between the brake disk and pad. Gear oil in the clutch is very bad and requires pulling the rock-shaft to change the seal. 10w oil is the correct oil for the clutch housing.
 
You have to remove the rockshaft housing assembly.
The seal on the pto input shaft has gone bad allowing
gear oil to be pumped into the pto clutch housing.
It's just too slick for clutch and brake disks to
hold allowing them to slip and wear/warp.
The clutch assembly has to be removed, cleaned, and
rebuilt.
