fuel gauge or sending unit

The fuel gauge on my 2240 jumps to full when the ignition is turned on - doesn't matter if the sending unit is connected or not. Would I be correct in assuming the gauge is bad?
 
No. With key on, sender disconnected, with the sender wire from the gauge grounded, the gauge should peg one way, then peg the other way when not touching anything. Try it. That's probably what you'll get.
 
If you ground it and it reads full,you either have a sending wire that has worn through and grounded out or a defective sender in the tank.You can check the wire by unhooking it on both ends and putting a jumper wire between the gauge and the sender,if it reads O.K. you need to replace the wire to the gauge.
