JD 568 Baler Problems

Trying to figure out what is wrong with this baler. I test net wrap actuator current on channel 18 and only get 15 volts after fully extended, where it says about 30 in the manual. It pulls around 20-25 with amp meter connected. It seems to surge when extended which makes monitor dim and brighten. I put the actuator on a different baler and it works fine. Suggestions please. Thanks! It does this with the actuator disconnected from load. When I test wrap feature without running pto it surges at fully extend whether connected or not.
 

Are you stating operators manual states on channel 18 one should get 30 volts or amps? There shouldn't be much over 14.5 volts with a good operating alternator. How is electrical supply wired to monitor(dedicated wiring or tractor convenience outlet)? Have you faithfully been greasing the 2 grease fittings on net actuator mechanism inside net door?
 
I can't understand why it will extend ok on channel but surges at full stroke during wrap cycle? Amps seem adequate at actuator.
 
I would suspect a fault internal to the wiring where it's shorting partially due to fatigue at area of the most flexing of same harness. Wires will break and then work thru their insulation and make whoopie with other wires undergoing the same issue. Power plus ground with only three strands makes for mysterious amperage jump that results in no power for monitor display and/or wrapping operations both? Takes a special type of wire to flex forever, chances are high this isn't that type of wire in the first place. Just guessing, listening to you guys go is almost like another language here.
 
I guess I have 4 or 5 months to figure it out. I suspect monitor or baler wiring. Never seen a low battery indicator on this monitor. I'll let you all know what I figure out. Thanks for the inputs!
