The forum said earlier that 13.6X38 was the best tire for my 1951 JD A. The rim measures 11 inches. On the outside of the
13.6X38 tire it says a 12 inch rim is required. It has the original 11x38 tires on it now. What is the best size based on the 11
inch rim?
 
Per the Tire & Rim Association book the 11" rim is an approved alternate width for the 13.6-38 tire. The tire dimensions you see in tables would be when mounted on a 12" rim which is the "ideal" width but the 11" will work perfectly fine. All tires have a recommended rim width but many also have an additional approved size (usually one inch narrower) and this is one of those cases.
 
There's nothing unusual about 11" rims - that's what my Farmall 350 has. The description in the parts catalog is "RIM, power adjusted rear wheel, w/six rails (W11-38 rim for 12-38 tire)". 11-inchers are also readily available in the aftermarket.
 

The JD "A" came with 11" wide rims and 13.6x38" will work just fine..

My JD "B" had 10" rims and I traded for a set from a JD "A" and put 13.6x38" on them and they ( and it) look Great...!!
