Hydrostatic fluid filter leaking

Good evening this is my first post on here and I hope I can get some help I have a 1990 John Deere 316 with a hydrostatic transmission I got this tractor from my father who has passed away and would like to get it running again I am down to the last issue which is the transmission filter keeps leaking I am on the third filter and have made sure it provides a tight seal but it keeps pushing fluid out of the bottom of it Any ideals on what to look for would be appreciated
 
There's NO "groove" for an old gasket to hide in, oil filter goes against a flat machined "face".

Oil filter is on the suction side of the charge pump, so there's no "pushing" oil past the gasket.

ASSUMING you have the mounting face clean, it's NOT leaking there.

My GUESS would be that the check valve(s) Key # 12, or the shaft seal, Key # 18 is leaking and the oil is running down and making the filter look guilty.

thanks thats a lot of information I thought the same thing tore it all apart and put it back together it seems to be coming out of the filter and I cant figure it out
