Hydraulic pulses when raising bucket. Power steering operates intermittent.

I had one like that last summer,,I changed the filter base out because I thought it was sucking air some how,,and that didn't help,, I blew back through the suction port while the filter base was off,didn't really feel any resistance,, put the base back on and it has been working ever since,,so I am not really sure what was happening...but it's working..
