John Deere 1020

Not all did. I have seen a good many from the south without it. Those would not have live pto. You also could get a 1020 with a fully independent pto as well. Tom

Mine is that way also. Seems kind of odd that a utility tractors with non-live hydraulics would have been built so late.
 

Granted it was an option BUT I don't remember seeing that many JD utility tractors of that era with trans driven pto. Are you positive your tractor is optioned with trans driven pto OR is it possible that dual stage clutch pto clutch is stuck?
 
The school where I work has this 1020 and they tried to run a 3 pt snow blower with it which turned into a disaster, I just wondered if the 2 stage clutch was pinned out to another hole in the linkage , like you can do on a Ford 600 or 800.

Clutch pedal height can be lowered by relocation of a bolt in an arm on bottom of pedal pivot area which locks out operation of dual stage pto clutch.
 
My 1020 was purchased by a bridge construction company new and was only used as a loader tractor. I would assume that to save a few $'s it was ordered with a transmission driven PTO. I have the parts here to convert it to 2 stage, someday.....
I had a customer bring me one in the winter, it was purchased from the original owner as a bean planting/cultivating tractor. Transmission driven PTO, no power steering. I changed it over to a 2 stage clutch very carefully....it was one of the cleanest tractors of its age that I have seen.
