There is a small hole on the back side of the pedal valve, it could be clogged up..low pressure lube oil is supposed to keep it full..

he is no oil coming from that line all the way to the pump
 
The oil supply comes in from the back of the valve through a hole in the housing, you need to remove the valve to check it..
