When throttle lever is hooked to governor spring and the governor arm is hooked to the carb the governor arm won't came back far enough to open up the carb.

You probably need the Service Manual for that tractor. It is part number SM-2010

The governor spring is weak, get another and double them up, loops facing away from each other.
