Styled D engine loping at fast idle?

Got the old D running with a rebuilt card and mag. Engine sounds good and runs good except for loping. Can make adjustments with idle and load needles and it will run ok for a minute or so and go back to loping. Is this a fuel problem or a govenor problem? Let me know what y'all think. I've had 4 D's in the past and never had this problem. Thanks in advance.
 
Got back to working on D today. Cranks easy so timing is good, I did discover that it will smooth out and run good with 1/2 choke on. It must be getting air some where. I put everything new in carb except the throttle shaft and bushings. Thought that was ok but does have a little slack. That may be the problem or something else I'm missing.
 
I'd try spraying either around the throttle and choke shafts while running to see if the RPMs pick up, and try the mounting gaskets too. If not, I'd say you have a plugged passage somewhere. There are quite a few and easy to miss. The proper sized drill bits help clean out all the rust properly.

I think you had the post about the cracked block, we've run a D for decades with a welded crack on the top of the block, if you can seal it I wouldn't worry too much about it.

Yeah,, this is the same D that has the crack in the block. It's not leaking water even when you run it fior a while I am going to seal the crack up on the outside with epoxy steel. I like it better than jb weld. I have sealed several fuel tanks with it and works great.
On the carb problem I have been working with it this afternoon and have it running good with just a little choke. I think the throttle shaft is worn a little that maybe causing the problem. I'll check it with either Monday and see what it does. Thanks
