IH LB Engine governor

I am looking for any info I can get for a IH LB 3 to 5 hp engine governor. I had a issue with the throttle stuck in the head and the engine ran wide open. I pulled it apart and cleaned everything but I can't get it to run properly. Is there a repair manual out there for this engine?
 
Did you remove the head to loosen up the butterfly valve? If so, when you reinstall the head, you
need to hold the butterfly wide open and it will fit into the governor control rod end. If not done,
the butterfly will stay open and you have a runaway situation. Jim.

Yes I had the head off the engine to loosen up the butterfly. I will have to check that. The shaft coming back into the crankcase does it need to be pointed up or down?
