Overhaul motor and getting water between the piston and sleeve hade the head checked at Machine shop no crack put new head gasket in and still leaks into pistons

Are you sure the sleeve deck isn't cracked? If the head isn't cracked and you're getting water in the sleeve it could be the deck plate. Were you getting water in the oil before you pulled the head off? Water could be seeping in through a crack in the deck between the block wall and the liner plate. Which cylinder is leaking?

The deck plate was new when we overhauled it the water is
coming in on the middle two cylinders was leaking on the
outside of the motor replaced head gasket and still leaking
between the two Middle cylinder it has leaked water ever
since it was overhauled it never leaked water before it was
overhauled

Really sounds to me like the deck plate is cracked allowing water to seep through. I know you said it was new but is it possible the plate got cracked when the engine was overhauled? How long ago was the overhaul? Could your cylinder head be cracked?
