I changed hydraulic fluid cleaned screens, filled back up, now loader only lifts about 2 feet, only once then wont relift. power steering is jumpy, steering wheel works and then jumps hard. Do I need to bleed system?

No bleeding is necessary,,I'm afraid you have a transmission pump issue happening and it is not pumping enough oil to the main pump to let it work,,this is refereed to as "Cavitation",,,and it can be a nasty problem to get corrected...give us a little more info on your tractor,,does it have a loader,hi/low transmission/independent PTO,,some of these options can leak internally to rob the oil needed to go to the front pump,,like will it work maybe better if the PTO is on/off,,hi/Low in one or the other??
 
Some chatter when using bucket, more so when cold, there was some grey particles in fluid around screen
 
New to the tractor world, don't know about the type of valve,
The 3 point does the same as loader, will raise normal once, let down, and then slow to not working after
second, third time

Grey metal particles could be normal or if a lot indicate brake pad failure. Did screen have any fibrous material on it? Does loader operate from scv(rear breakaway couplers or an ind valve with 2 levers or joystick?
 
Loader has 2 levers on right hand side, breakaway coupler.. (Quick disconnects) the same then yes. Year 1970 if that helps , loader number E0480 type , 001925c serial number
 
Tractor has loader Type E0480 serial no. 001925C , so I am assuming major repair, expensive? Replace brakes, flush system?
 
Isolate problem first.

1) Check if destroke screw is loose.
2) Remove hose feeding the front pump, and run the tractor with dumping oil in 5 gallons jugs at 1500RPM. Don't put your finger in front of hose, put another bucket when full or shut off tractor.

3) if test good, reinstall hose, plug the pump pressure hose and put a gauge at same time ( with a special threaded plug). That will isolate the front pump itself.

If 2020is as it rolled off assembly line there's no hose that supplies frt hyd pump but a steel line that is not easily disconnected from frt pump. To test trans pump output I'd suggest to remove hyd filter cover then with a 5 gal bucket under opening then spin engine over for 15 seconds. There should be 1-1/4 gallon in bucket

48 loader could have come with a hyd valve that has a closed center plug with a seal(key 10) that could have failed which can cause hyd symptoms similar to your tractor. Simple test is disconnect return hose from tractor then aim open end of hose in hyd filler hole behind tractor seat & with both levers in neutral start engine & no oil should exit hose if seal(10) is good.
