1929 JD "D" tappet oiler lead washer?

Looking at parts book PC658, Page 14, item 7, PN.C932R, "Washer, Lead, Tappet oiler cap screw". what is this for?
Do I need lead washers on all the bolts holding on the tappet case, it appears the top two bolts go all the way into the exhaust or intake ports.

Your help is greatly appreciated,

You're right the top two bolts of the tappet case go into the exhaust ports, lead washers would not be needed. Maybe a little anti-seize to make somebody's life easier. The lead washer C932R wouldn't be for torque by preventing galling,like on head bolts, but more for sealing. If you tighten that cap screw to where galling becomes a problem, then the problems have just begun. And yes, all my opinion.
