JD 2130 hyd reservoir tank overflow?

Any ever witnessed the hyd reservoir tank overflow in frt of radiator with engine running all hyd functions in neutral?? If so what's the cause? This tractor has no FEL.
 
Is it possible that the check valve in the line going into the front of the clutch housing has been installed
backward or into the wrong side preventing flow back to the transmission?
 
Where is the oil coming out of? Should be 2 plastic tubes on the fitting on top of the tank. One is hyd pump bleed and the other returns to the shift cover. There is a check valve on the bottom of the fitting bolt to prevent charge pressure from going to the bleed tubes. If the check valve were missing, the oil would flow to the shift cover through the plastic tube if it doesn't blow it off. Need more specifics in the question.

I'm trying to help my neighbor with the hyd problem. I ask about check valve in hyd line in clutch housing & neighbor stated there was not one at this time.

Neighbor bought this tractor with hyd problems. If I understood neighbor correctly oil is flowing out of plastic pump seal drain line. Hyd's on this 2130 have been operating then slowing down similar to a high pressure internal leak. Reservoir would be empty until he blocked pressure control valve supply line. He installed newer style pressure control valve with fitting(R66084 key 4) & that when reservoir began overfilling.
